About the CDBG Advisory Board: 

The Community Development Block Grant (CDBG) Advisory Board serves as a recommendatory body to the City Council. The duties of the CDBG Advisory board are to review applications for CDBG funding, conduct public hearings, and make recommendations for City Council action regarding requests for projects to be funded from the city’s annual CDBG entitlement under the HUD CDBG federal program.

A representative for each of the seven wards and five at-large seats is the makeup of the CDBG Advisory Board.  

If you are interested in serving on this Board, possess working knowledge of the Community Development Block Grant Federal Program and understand the needs of the Community and City, you are welcome to apply for a position.

The CDBG Advisory Board meets at 6 pm on the third Wednesday of each month (no public meeting in August). Meetings are held at the City of Petersburg VA Public Library. Planned dates for the 2026 calendar year are as follows: 1/21, 2/18, 3/18, 4/15, 5/20, 6/17, 7/15, 9/16, 10/21, 11/18, and 12/16. Please visit the Agenda Center for updates. About the CDBG Subrecipient Competitive Grant Application Process:

The US Department of Housing and Urban Development (HUD) awards CDBG funds to entitlement jurisdictions like the City of Petersburg, Virginia. Entitlement jurisdictions may (but are not mandated to) award a portion of their CDBG funds toward sub-recipients to implement neighborhood revitalization and some public services.

CDBG funds must be utilized to meet at least one of three national objectives:

  • Benefiting low- and moderate-income persons
  • Preventing or eliminating slums or blight
  • Meeting other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community when other financial resources are not available to meet such needs.  Note: urgent need only applies to disaster such as tornado, earthquake, hurricane, as defined in 24 CFR 570.208.

Local funding priorities are based on citizen participation in the development of the city's CDBG Five Year Consolidated Plan and Annual Action Plans.  The Consolidated Plan includes the Year 1 Annual Action Plan.  The City of Petersburg VA has prepared a Consolidated Plan (Con Plan) for Program Years (PY) 2025-2029 _ Fiscal Years (FY) 2026-2030. The plan outlines goals and objectives for the next five-year period and how CDBG funds will best be used to meet the city’s community development needs. The CDBG Advisory Board is seeking capital improvement, housing, infrastructure and public services projects serving a public benefit: 

  • involving physical, permanent improvements to a public facility

  • primarily benefitting low- and moderate-income residents

  • aligning with CDBG’s goal of strengthening communities and expanding access to essential services
