The PY24_FY25 Subrecipient Competitive Grant Application Process

The US Department of Housing and Urban Development (HUD) awards CDBG funds to entitlement jurisdictions like the City of Petersburg Virginia.  Entitlement jurisdictions may award a portion of their CDBG funds toward subrecipients to implement neighborhood revitalization through home repairs, infrastructure rehabilitation, economic development and microenterprise, the provision of public services and the creation of employment opportunities for example.

CDBG funds must be utilized to meet at least one of three national objectives:

  • Benefiting low- and moderate-income persons
  • Preventing or eliminating slums or blight
  • Meeting other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet such needs.

Local funding priorities are based on citizen participation in the development of the city's CDBG Five Year Consolidated Plan and Annual Action Plans.

The CDBG Advisory Board will host a public hearing of needs on 2/21/2024. Interested applicants will have an opportunity to present their proposal to the CDBG Advisory Board on 3/20/2024. The deadline for the submittal of proposals is March 22, 2024. There will be a public notice and an opportunity for citizen comment on recommended CDBG award subrecipients in April. City Council will host a public hearing and vote on approving subrecipients in June. An announcement of awards is slated for July.
