Incumbent plans, implements and monitors rehabilitation services and case management functions; provides individual counseling; facilitates group counseling; participates in training and responds to crisis and emergency situations.
Working knowledge of the principles and practices of therapeutic counseling, casework and treatment methods, behavior modification, offender rehabilitation, mental and emotional crisis intervention techniques.
Duties and Responsibilities
· Protection of the staff and inmates in the care and custody of the Petersburg Sheriff's Office.
· Responsible for the management of staff and inmates and any other administrative functions designated by the Sheriff.
· Commands a security unit that provides around-the-clock, services to inmates, the community and other agencies.
· Supervises the security functions of the jail.
· Supervises the operation of all inmates' functions.
· Supervises all Shift Commanders, the Inmate Services and volunteers on all matters pertaining to the supervision, care and discipline of inmates housed in the Petersburg City Jail and Jail Annex.
· Evaluates rules, regulations, policies and procedures.
· Conducts and documents weekly unscheduled and scheduled floor inspections.
· Handles inmate grievances or designates someone to do so.
· Conducts inmate disciplinary hearing appeals for Sheriff's review.
· Reviews correctional inmate incident reports.
· Oversees the preparation and storage of required post logs, inmate records and official reports relative to all correctional activities.
· Coordinates all jail activities with other Department Supervisors.
· Recommends policy and procedure changes to improve jail security as directed and required.
· Coordinates correctional activities with federal, state and local agencies.
· Initiates, reviews and receives correspondence.
· Coordinates inmate funeral viewing attendance (Private viewing only).
· Determines work priorities by evaluating operational requirements.
· Devises appropriate plans and strategies to accomplish the jail's mission, including overseeing and coordinating actions with representatives of other departments and agencies.
· Serves on committees and task forces to represent the Sheriff's Office and Provides input at staff meetings to discuss and evaluate security operations and to give direction to jail supervisors.

· Is available at all times to respond to critical events and serious incidents and to take command and direct deployment of personnel and equipment.
· Conducts periodic inspections of personnel, equipment and facilities and prepares reports of these finding and any corrective action recommended or taken.
· Must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors and any other person or organization with whom interaction is required to accomplish work and department goals.
· Must be punctual and timely in meeting all requirements of performance, including, but not limited to, policy standards and work deadlines.
· Must maintain courteous, professional and effective working relationships with employees at all levels of the organization.
· Must assume responsibility for providing timely, appropriate responses to requests/suggestions/complaints or refer such comments to the appropriate person. When referring requests/suggestions/complaints to another individual, referrals must be in writing and a copy of that referral must be maintained on file.
· Must be sufficiently adaptable to accept and perform in a timely and effective manner work assignments that are outside the normal (day-to-day) routine.
· Must show respect for the opinions of others and behave in such a way as to ensure an atmosphere free of needless interruptions, difficulty and/or discrimination.
· Must adapt, with minimal or no advanced notice, to change in how business is conducted and work is accomplished.
KNOWLEDGE AND SKILLS
· Considerable communications skills and the ability to understand and evaluate the viewpoints of others.
· Thorough knowledge of modern corrections administration and security principles, practices and procedures.
· Ability to plan, organize, coordinate and otherwise direct departmental units/staff providing services to the inmates.
· Ability to resolve related administrative and security problems.
· Ability to work equitably, courteously and effectively with a wide variety of people representing numerous groups.
· Ability to write effectively and make presentations to a wide variety of audiences.
EDUCATION AND EXPERIENCE:
· Successful completion of the requirement for graduation from a four (4) year college or university with a Bachelor's Degree in a related criminal justice field, social science or administration.
· Qualifying experience may be substituted on year for year basis for education requirement.
· Four (4) years in supervisory position directing staff involving in maintaining order, discipline and security in a Correctional or Law Enforcement Organization.
REPORTING:
The Jail Administrator reports directly to the Sheriff of the City of Petersburg.
SPECIAL REQUIREMENTS:
Possession of a valid VA Driver's License. Must maintain telephone in residence for emergency contact. Must be a citizen of the United States. Must maintain certification in all Criminal Justice Services Commission mandated training as a Jail Officer in the State of Virginia. May require working irregular hours and holidays. Incumbent must not have been convicted of, or pleaded guilty or no contest to, a felony or any offense that would be a felony if committed in Virginia. Must be 18 years of age or older.
MANAGEMENT:
All employees of the Petersburg Sheriff's Office are responsible for following direction provided by or instructions given by the Sheriff. Direction may be provided directly or indirectly passed through the Chain of Command.
All applicants will undergo a criminal background check and a driving record inquiry. Selected applicants must pass a pre-employment drug screening test, a written test, as well as, a medical examination.
