DUTIES: Performs complex technical and difficult administrative work. Responsible for the overall administration and management of multi-division, multi-operation City Departments, including municipal procurement, city-wide risk management, auditing, billings, fiscal policy planning, and payroll. Oversees the preparation and administration of the City budget and advises departmental officials regarding same; oversees the preparation of the annual financial statements and other reports of the fiscal condition of the City; establishes and maintains all financial and accounting systems for the City; conducts studies of City operations and keeps City officials advised of all financial matters; assists other departments with the development and implementation of financial systems; serves as liaison with state and federal organizations as needed and coordinates all debt financing activities. Position requires extensive contact with the public, media, citizen groups, local, state, and federal officials. Reports directly to the City Manager. Work is performed under general direction and supervision is exercised over all departmental personnel. QUALIFICIATIONS: Any combination of education and experience equivalent to completion of the requirements for graduation at the Bachelor's level or above from an accredited college or university in field of specialty is typical. A Master's Degree in Public Administration may be helpful. Extensive, progressive experience in the field of specialty, with six to ten years experience in public administration. Incumbent should have participatory management style, and experience as a member of work teams. SPECIAL REQUIREMENTS: Possession of a valid appropriate Driver's License issued by the Commonwealth of Virginia. Must be a resident of Petersburg or willing to relocate within six months of hire.
