City Manager - John "March" Altman John “March” Altman, Jr. comes to Petersburg with 30 years of experience in local government in Virginia. His areas of expertise include city management, economic development, planning, code enforcement, budgeting, capital improvement programming, and project management. In 2017, Altman was appointed as Deputy City Manager of Operations in Petersburg where he was responsible for the Departments of Economic Development, Planning, Public Works, Public Utilities, and Petersburg Area Transit.
Mr. Altman earned a Bachelor of Arts Degree in Urban Affairs and Planning from Virginia Tech University and a Master’s Degree in Urban and Regional Planning from Virginia Commonwealth University. He and his wife, Stephanie, have four children.
Deputy City Manager - Tangela Innis
Mrs. Innis comes to the Deputy City Manager position with over 16 years in local government management experience. She has worked in Petersburg government for nine years. Innis served as Director of Public Works and Utilities, one of Petersburg’s largest departments for four years, and as Operations Manager and Purchasing Agent.
Innis earned her Bachelor of Liberal Arts with a minor in psychology from The College of New Rochelle and a Master of Business Administration degree from Strayer University. Mrs. Innis and her husband Rafael have five adult children and several grandchildren.
